Benin: Acceleration of Access to Services for the Prevention of HIV Infection, of Care and Treatment and for Community Support

The Global Fund (GF) Benin Round 9 HIV/AIDS program was developed based on the lessons learned from Round Two and Round Five of GF grants and aims to ensure that objectives of the National Strategic Framework for the fight against AIDS are met by 2015. It encompasses achieving universal access to the prevention, treatment, care, and support of persons infected and affected by HIV, through strengthening health and community systems.

Plan International Benin signed Phase Two to implement HIV/AIDS prevention and awareness activities among high-risk groups [Men Having Sex with Men, intravenous drug users, and Orphans and Vulnerable Children (OVC)] across the 12 departments of Benin. Plan is the principal recipient and works with four sub-recipients: PSI, GIP ESTHER, Caritas, and ABPF. Plan is responsible for implementing the first second-generation surveillance surveys for intravenous drug users (IDU), Men Having Sex With Men (HSH) ever done in Benin. The GF project’s rating for July-December 2012 was the highest possible (A1), highlighting its excellent results. As of today, the second-generation surveillance survey for IDU, HSH has been successfully presented and the OVC impact study has been completed. The team has successfully implemented behavior change communication (BCC) activities through community outreach and schools, condoms distribution to high-risk groups, and care and support for OVC.
