WASHINGTON – Plan International USA today announced the appointment of Michael G. Kitay, a law and international development veteran, as the organization’s Vice President and General Counsel, effective September 24th.

His legal acumen and effective business partnership skills are of great value to our organization and our Executive Team.”
Prior to joining Plan, Michael served as General Counsel with Abt Associates. Previously, Michael was a career Senior Executive Service attorney with the Office of the General Counsel for USAID. At various times, he served as chief counsel for USAID’s Population and Health Bureau, Economic Growth Bureau, Asia Near East Bureau, and the Bureau for Private Enterprise. After writing a book on land acquisition in developing countries, he served as a faculty member for World Bank staff training programs. He received a Presidential Rank Award as the father of USAID’s Development Credit Authority and received a Distinguished Career award upon his retirement from USAID.
Michael earned a bachelor's degree from St. Lawrence University and a Juris Doctor from the University of Virginia School of Law.
